"홍콩인의 자유 존중...평화로운 해결" 촉구

홍콩 사태에 대한 광주인권상 수상자와 5‧18기념재단의 입장 [전문]


송환법 반대로 촉발된 홍콩의 시위가 3개월 가까이 계속되고 있다.

9월부터는 홍콩 내 10개 대학과 100여 개 중고등학교 학생들이 수업 거부에 돌입할 계획이라는 소식까지 나오고 있지만 홍콩 정부는 이렇다 할 해결책을 제시하지 못하고 있다.

홍콩의 시위가 가라앉지 않고 더욱 격렬해질 조짐을 보이자 중국 정부는 홍콩 접경지역에 인민해방군을 배치하여 시위 진압훈련을 하고 있으며, 중국의 관영매체들은 홍콩에 대한 무력개입을 강하게 시사하는 보도를 앞다퉈 내놓고 있다.

급기야 물대포 차가 투입되고 경찰의 실탄 경고사격이 있었으며, 비상계엄 선포까지 거론되고 있어 홍콩은 한 치 앞도 내다볼 수 없는 상황으로 치닫고 있다.

대부분의 홍콩인들이 자신들이 중국과 다른 생각을 가지고 있다는 것만으로도 중국으로 송환될 수 있다는 사실을 가장 염려하고 있다. 이런 우려에 대해 홍콩인들이 자신의 의사를 표현하는 것은 지극히 자연스럽다.

우리는 홍콩 정부와 중국이 홍콩인들의 자유를 존중하고 비폭력에 기초하여 문제를 해결하기 바란다.

중국은 1997년 홍콩 반환 시 약속한 것처럼 홍콩의 자치권을 존중해야 한다. 홍콩 시민들은 자유를 잃을 것이라는 두려움 때문에 더 격렬하게 항의하고 있다.

만약 홍콩 정부가 시민들의 시위를 폭력적으로 진압하여 사망자가 발생하거나, 중국의 인민군이 투입된 순간 홍콩 정부와 중국은 엄청난 국제적 비난과 손해를 감수해야 할 것이다.

우리는 홍콩 시민들이 갖는 우려와 두려움에 깊이 공감한다. 홍콩의 자유와 민주주의를 요구하는 홍콩 시민들의 시위를 폭력적 방법으로 진압해서는 안 된다.

홍콩 정부는 지금부터라도 시민들의 요구에 귀를 기울여야 하며, 시위로 붙잡힌 사람을 석방하고, 더 적극적이고 진지한 자세로 대화에 나서야 한다.

광주인권상 수상자와 5‧18기념재단은 이 사태를 매우 유의 깊게 지켜보고 있다.

우리는 홍콩 정부와 중국이 홍콩인의 자유를 존중하고, 비폭력을 통한 유연함과 관용에 기초하여 평화적인 방법으로 문제를 해결해 나갈 것을 촉구한다.

The Stance of the May 18 Memorial Foundation and Its GPHR Laureates Regarding the  Hong Kong Unrest

The Hong Kong unrest that started against an extradition law has continued for nearly three months. It is said that students from ten colleges and one hundred secondary schools in Hong Kong will refuse to attend classes beginning September but Hong Kong city has yet failed to suggest reasonable solutions.

 

As the demonstrations intensify the Chinese government has deployed the People’s Liberation Army at the border areas and has practiced demonstration suppression drills. And the Chinese official news agencies are busy broadcasting news implying the possibility of an armed repression.

 

As tensions escalate with the deployment of water cannons and live-fire warning shots last weekend, Hong Kong is falling into a murky state.

Many Hong Kong residents fear that they can be extradited to the mainland only because they think differently from China. And it is natural that they express their fear.

 

We, the May 18 Memorial Foundation and the Laureates of the Gwangju Prize for Human Rights, wish Hong Kong and China respect the freedom of Hong Kong citizens and solve this unrest based on non-violence.

 

China should guarantee Hong Kong’s autonomy that had been promised in 1997 when British rule ended. The fear of losing their freedom made Hong Kong residents resist more fiercely. If the Chinese government suppress the demonstrations with violence and this causes deaths or in case the People’s Liberation Army enters Hong Kong, China will face immeasurable criticism and loss.

 

We deeply empathize with the fear and concerns of Hong Kong residents. The Chinese government must not intervene in the democratization movements in Hong Kong. It is still not late for Hong Kong to listen to her citizens’ demands and free all the arrestees before engaging in dialogue sincerely and earnestly.

 

The May 18 Memorial Foundation and its GPHR Laureates are watching closely this issue and urge that the Chinese government and the City of Hong Kong respect the freedom of Hong Kong residents and solve the issue via non-violent measures based on flexibility and tolerance.
